Lawyer from the Externado de Colombia University, specializing in public law and expert in constitutional law issues. He is a prestigious political analyst with wide recognition in the media where he is constantly consulted. He is currently a panelist for Blu Radio, one of the main radio media in Colombia, as well as a weekly columnist for the La Silla Vacía portal, the most reputable digital media outlet on political affairs.

He has more than 30 years of experience in it as a legal consultant for different governments, unions and private sector companies. He is a tenured professor of the course of constitutional and administrative law at the Universidad Externado de Colombia  and has been appointed as a co-judge of the Constitutional Court.

Likewise, he served as Auxiliary Magistrate of the Supreme Court of Justice and was a fundamental part in the decision of legal viability granted by this court to the 1991 constitutional process. Later, he served as Vice Minister of Government, where he was part of the expert team of the National Government that developed the constitutional reform of 1991.

He served as Superintendent of Notaries and Director of the then National Rehabilitation Program, an entity in charge of executing the reintegration and crop substitution plans.

During the years 1998-2000, he was appointed Secretary of the Government of Bogotá, where he was an essential part of the team that led an urban transformation in the city that has been recognized worldwide. During this period, he served on various occasions as Mayor in charge of the capital.

His career has allowed different international organizations, such as the IOM or UNDP, to require his professional services in legal matters, governance, security and public management in different countries of the region.

Director of the Institute of Liberal Thought, a position in which he has carried out countless consultancies for the development of recent constitutional and legal reforms in Colombia, such as the one in 2015, in which the state organization was restructured and limited - once again - the presidential re-election .
